Achieving the "Clean and Service-Oriented Bureaucratic Area" (WBBM) status is not the ultimate goal for BPS Jombang Regency. Beyond merely securing the title, the development of the Integrity Zone aims to ensure that the values ​​of integrity, transparency, accountability, and public service become integral to the organization's identity and work culture.

This was stated by the Head of BPS Jombang Regency, Mouna Sri Wahyuni, during an interview regarding the WBBM field evaluation conducted by the Ministry of State Apparatus Empowerment and Bureaucratic Reform (KemenPAN-RB) on Tuesday, September 2, 2026.

Mouna noted that the greatest challenge in establishing an Integrity Zone lies not just in building a system, but in ensuring that the system operates consistently in day-to-day operations.

"The biggest challenge we face is maintaining consistency. Building a system is far easier than keeping it alive in daily work routines, especially amidst limited human resources and an ever-increasing statistical workload," Mouna explained.

This consistency also entails ensuring that integrity values ​​are understood and applied uniformly by everyone involved in BPS Jombang Regency’s operations, including support staff and statistical partners in the field.

According to Mouna, this requires continuous communication. Strengthening integrity cannot be achieved instantly; it demands a process and an adaptive approach that aligns with organizational dynamics.

"It requires a sustained communication approach and cannot be done overnight. We view these challenges not as obstacles, but as a natural part of the institutional maturation process that we must address with more adaptive strategies," she said.

In practice, shifts in work culture are becoming evident through increased openness among employees to remind one another and conduct evaluations. Regarding service delivery, easier data access and faster resolution of public complaints serve as indicators that various improvement efforts are beginning to yield results.

Looking ahead, BPS Jombang Regency hopes that the development of the Integrity Zone will deliver increasingly tangible benefits to the public. The WBBM designation is intended to serve as recognition of the direction of transformation already established, rather than merely an ultimate goal.

“We hope that this WBBM designation is not an end goal, but rather a recognition that we are on the right track in our ongoing, sustainable journey,” said Mouna.

She emphasized that the commitment of BPS Jombang Regency is to uphold integrity, transparency, and accountability—not simply because of an assessment process.

“Our commitment is to ensure that these values ​​of integrity, transparency, and accountability are deeply ingrained—not because we are being evaluated, but because they have become the identity and daily operational standard of BPS Jombang Regency,” she continued.

Moving forward, BPS Jombang Regency is committed to continuously improving the quality of public services, making them more accessible and capable of delivering direct benefits to the community of Jombang Regency. Strengthening these services is also expected to foster growing public trust in BPS Jombang Regency over time.
